The Founder and President:
Robert A. Jenkins
A distinguished retired member of the
Metropolitan Police Department (MPD). Mr. Jenkins joined
the MPD in May of 1970 and upon completion of instruction at
the Training Academy, was assigned to Traffic Division as an
Accident Investigator. Mr. Jenkins was promoted to a
Supervisor in Youth Services and responsible for oversight
of the arrest and detention of youth offenders. In 1986,
Mr. Jenkins wrote the Police Cadet Training Program for the
Metropolitan Police Department and was the program Manager
for approximately (4) years. In 1991, he was reassigned to
the Fifth District in charge of Community Relations which
included: handling community meeting, crime related school
problems, developing anti-drug programs, developing
community centers and out-reach programs. He then retired
from the Police Department after 22 years of service.
Quality Control Assistant:
Carl V. Profater
Retired from the Metropolitan Police
Department at the rank of Assistant Chief of Police. Mr.
Profater was responsible for Personnel Management for the
more that 4,000 employees. Reported directly to the Chief
of Police and served as acting Chief in his absence.
President and CEO of PPC and H Security and now serve on the
Board of Directors of A and D Security. Attended Federal
City College, America University, FBI National Academy and
OPM, Executive Training Center. Member of the FBI National
Academy Associates, The DC Police Retired Association,
Hillcrest Heights Civic Association, Director of Shaw
Community, Food Committee, Board of Directors of Family and
Child Services, Board of Director of Big Brother of America
and Board of Directors of the Metropolitan Police Boys and
Girl Club. Mr. Profater also serves as Special Assistant to
the President of JSC.
Director of Personnel/Contract Compliance:
Romaine A. Jenkins
An
honor graduate (Dean’s List) of Howard University where she
received a Bachelor of Arts degree in Sociology and is a
distinguished retired member of the Metropolitan Police
Department. In June 1965, Romaine joined the MPD and
assigned as an investigator with the Woman'’ Bureau. In
1968, Mrs. Jenkins was later assigned to the rank of
Sergeant in 1970. In 1972, she was assigned to the Patrol
Division as a supervisor for 10 years. In 1984, she was
assigned as a supervisor in charge of the Career Criminal
Unit in the United States Attorney’s Office. This unit
investigated major crime figures that were chronic
offenders. Mrs. Jenkins retired from the department in
1994, after 30 years of service.
Controller:
Veary Kin
Veary
Kin has been in the field for nine (9) years. Her abilities are:
strong working knowledge of QuickBooks (Certified), expert
knowledge of Microsoft Office (Word, Excel, and PowerPoint),
possess ability to work independently and in a team setting,
under pressure, and solve problems with a focus on customer
satisfaction (internal and external). Have strong management
skills and experience in managing a small finance/accounting
team. Manages all Finance and Accounting functions for the
Company. Responsibilities include accountability for
financial reporting including income statements, balance
sheets, profit & loss, A/P and A/R aging.
Director of Government Operations:
Melvin Foster
Melvin Foster is the Director of Operations for Jenkins
Security. A graduate from Dunbar Senior High School and The
University of The District of Columbia with a Bachelors
Degree in Physical Therapy/Physical Science. Mr. Foster has
about twenty-one years of combined security experience in
various physical security areas. His duties include Security
Management; direct and administer Security related programs
in Federal, State, or Local Government. Worked with F & M
Distributors as a Detective/Loss Prevention Specialist.
Monitored customers and employee activity via surveillance
camera as well as plain clothes floor detail. Mr. Foster was
the Lead Physical Security Specialist at TRW Incorporated.
At Wackenhut/Areawide Mr. Foster was the Project Manager and
served as Senior Management/Staff Supervisor under the
general Operations Manager. At Cotton & Krahling Special
Services, Inc. Mr. Foster worked as an Armed Escort and
Private Detective.
Director of Commercial Operations:
Wallace Davis
Over 15 years of diverse experience and
responsible with the District of Columbia Metro Police
department as a Police Officer and Narcotics Investigator.
He directed and assisted in major undercover narcotics
operations. He also has over 11 years of experience in the
security industry. His academic background includes Basic
and Advanced Investigation Training, Basic and Advance Law
Enforcement Training, Emergency Evacuation Procedures, Bomb
detection training and Counter-terrorism training.
