Training

Our training policy is without a doubt one of the strongest points of our organization. In an effort to insure it’s success we constantly upgrade our instructional information. The use of video and other assorted training aids in conjunction with classroom instruction has greatly enhanced our ability to provide top quality instruction. Out instructors include active law enforcement officers, retired officers and an assortment of other highly qualified professionals.

2.0 Discussion of guard behavior and that of piers, especially under stress.  Recognition of mentally disturbed persons/behavior, especially as it relates to drugs and alcohol.  Proper handling and reporting techniques.
The Law, Legal Authorities, Jurisdiction and Responsibilities 2.0 Discussion of the history of laws, applicable laws and regulations, and the concept of legal jurisdiction as it pertains to the contract Security Police Officer.
Crimes, Crime Scene Investigation, and Response to Crimes in Progress against Persons and/or Property 1.0 Caution to be exercised when coming upon a crime in progress or process of being committed.  The element of surprise and the possibilities of encountering a crime in progress.  Types of crime and officer response.  Arrest procedures and the law.
Search and Seizure 1.0 Searching and Apprehension Techniques.  Planning and making an arrest.  Correct position and procedures for searches.
Apprehension and Arrest Authority 1.0 A thorough examination of the contract Security Police Officer’s role in planning and executing an arrest.
Detection and Use of Force 2.0

Instruction on the use of force to include the various degrees of force authorized under the contract.  Reporting procedures related to such use are also covered.

Crime Scene Protection 2.0 Rules and Laws of Evidence and Evidence Collection. Proper methods and procedures for preserving the crime scene; collecting and collating evidence; interviewing witnesses; etc.
Rules of Evidence 2.0

Crime Scene Response; Evidence Collection.  Caution to be exercised when coming upon a crime in progress or process of being committed.  The element of surprise and the possibilities of encountering a crime in progress.  Types of crime.  Thorough examination of alleged perpetrator’s rights under the various codes of justice (military, civilian, etc.) and the security officer’s role in the proper enforcement and protection of those rights.

Contract Administration 1.0 Discussion of the relationship between the contract Security Police Officer and the Government.  Importance of the Duty Book.
Functional Site Orientation, Duties, and Post Orders 2.0

 

Individual Guard Post Orientation.  Interpreting and enforcing General Post Orders, Operating Orders, assignments, and functional and administrative mandates of the contract.

Patrol and Observation Recognition of Hazards 2.0 Investigation of Incidents and Accidents.  Patrol theories and application.  Recognition of patrol hazards. The purpose of protective patrolling, identifying the various types of protective services and the necessity for proper observation as it relates to patrol procedures.
Response to Disturbances 2.0 Discuss types of disturbances, proper approach, officer’s role and authorities vis-à-vis the use of force, proper control and reporting techniques.

Personnel Identification; Entry/Exit Control

 

1.0 Objective and methods of vehicular and pedestrian traffic control.  Basic arm and band signals.  SOPs will be posted at each entry point for routine personnel and vehicular entry/exit control operations; single purpose SOPs will be issued for special occasions.
Threat Levels and Threat Conditions 2.0

A discussion of the importance of identification and control of property to the physical security of the facility and role the contract Security Police Officer will play in this identification. Discuss types of disturbances, proper approach, officer’s role and authorities vis-à-vis the use of force, proper control and reporting techniques.

Safety, Security and Fire Prevention/Protection 2.0 Basic elements of Fire Protection/Prevention and Intrusion Detection and Security Systems.  Purpose and characteristics of barrier, intrusion detection, fire, life safety and individual supervision devices.  CCTV as an integral part of security systems.  A discussion of the importance of identification of personnel to the physical security of the facility and role the contract Security Police Officer will play in this identification.
Report Writing, Notes, Required DCPS Forms 2.0 Report Writing; Accomplishment of Security Police Forms.  Various contractor and forms, reports, and logs used by the security force, and procedures for their completion. Form and Content of a Security Report - WHO, WHAT, WHEN, WHERE and WHY. 
Handling Disorderly Conduct, Response to Disturbances and Other Incidents 2.0 Discuss types of disturbances, proper approach, officer’s role and authorities vis-à-vis the use of force, proper control and reporting techniques.  Narcotics and Dangerous Drugs recognition; profiles of typical trafficker; proper handling and reporting procedures
OSHA Standard 29 CFR 1910, 1030 1.5 Exposure to Bloodborne Pathogens. Explanation of BP’s and how transmitted; recognition; exposure control when BP’s evident/suspected; required protective equipment; prevention and antidotes; procedures to follow in event of BP emergency.
Terrorism, Bomb Threats, Bomb Search, Wrongful Destruction 2.0

Anti-Terrorism Plan/Procedures; Bomb Threat Plan/Procedures. Practical techniques for recognizing potential terrorist activities; conducting search, and reporting suspected activities.  Telephone protocol for “phoned-in” bomb threats, threats of terrorist activities, etc.

Workplace Violence & Standards of Conduct 2.0 Pride and Professionalism. Use of contract personnel to augment, supplement, replace civil authorities.  Practical examples of proper behavior, improper behavior. Practical ways of improving PR with client, client organizations, local, state, and Federal law enforcement organizations.
Civil Disturbances, Crowd and Riot Control 2.0 Instruction in Crowd Control and Riot Formations including emphasis on discipline, control, and cooperation with police are covered.  Offensive and defensive team actions will be taught to control or neutralize a crowd.  Includes handling emergency situations.
Bomb Threats, Bomb Search 2.0 Practical techniques for recognizing potential terrorist activities; conducting search, and reporting suspected activities.  Telephone protocol for “phoned-in” bomb threats, threats of terrorist activities, etc.
Hostage and Potential Hostage Situations 2.0 Identifying and responding to hostage situations.
Sabotage and Espionage 2.0 Anti-Terrorism Plan/Procedures. Practical techniques for recognizing potential terrorist activities; conducting search, and reporting suspected activities.  Telephone protocol for “phoned-in” threats of terrorist activities, etc.  Deterrence and practical prevention techniques presented.
Self Defense and Defensive Tactics 2.0

Practical Application in the use of Defensive Tactics.  Practical application in the use of defensive tactics. Instruction incorporates defense against armed and unarmed attack, restraining holds, use of baton, and subjective compliance methods against hostile or uncooperative persons.  Includes instruction on applying handcuffs.

Narcotics and Dangerous Drugs 2.0

Substance recognition; profiles of typical trafficker; proper handling and reporting procedures

Screening 2.0 Training for Linescanner X-Ray and Magnetometer Equipment will be provided to all guard force organization personnel during phase-in by either a training representative of the system manufacturer, or by a certified representative of the Federal Protective Service.

Cardiopulmonary Resuscitation (CPR) 8.0

 

(American Red Cross Certified Instructors required.)  CPR procedures including basic procedures for life support and cardiac arrest relief.  All guards must be CPR certified annually and carry this certification on their person while on duty.  ARC "Race for Life Certificate" (Form 1747) issued.

 

Emergency Medical 8.0 First Aid/Buddy Care.  (American Red Cross Certified Instructors required.)  Emergency first aid procedures and the Heimlich maneuver.  Emergency first aid procedures including immediate action to control bleeding, recognition of first-aid procedure for convulsion, epilepsy, stroke, heart attack, heat prostration and other disorders.  ARC "Multi Media Standard First Aid Certificate" (Form 1730) issued.
Examination 1.0

 

Written Examination.

 

Examination Review 1.0 Oral Review.
Total Hours of Training: 80 HRS.
